This is a couple of weeks old now, but I can't remember it being discussed.
Reading the somewhat fractured English in the translation it looks like
they have a 4 year plan to convert their government computing to OSS
including Linux

Google Translate:

Prime Minister Vladimir Putin signed a plan for transition of power
structures and the federal budget-free software. According to the document,
the introduction of Linux into the power set to begin in II quarter 2012

Today it became known that Prime Minister Vladimir Putin signed a document
that describes the timetable for the transition of power structures on free
software (OSS).

The document is called a "transition plan of the federal authorities and
federal budgetary institutions on the use of free software, and covers the
period from 2011 to 2015

Deputy Head of the Ministry of Communications Ilya Massuh told CNews, the
document provides a complete transition of the federal government and state
employees to free software. Plan is 17 pages, you can download it here (the
idea to save the document on the ACT format. doc owned unit of the Russian
government).
