Is the kinect a neural input device (sorry couldn't find a definition).

klirc is a adjunct to lirc to interface a kinect to linux.

i don't think so. i think the kinect is a device which takes
measurements from sensors all over the body, and uses the movement of
the body to control something on a computer

https://secure.wikimedia.org/wikipedia/en/wiki/Neural_Impulse_Actuator

is the ocz device i had looked at. a neural input device claims to
measure 'brain waves' (please note the quotation marks, this is a vast
over-simplification by me and ocz), and use them to control the
computer, similarly to a mouse/kb/joystick.

Kinect is a camera that has the ability to get a sense of the distance from
the camera of the object it's looking at.
